The Council imposed today sanctions on nine persons and one entity under the new regime of restrictive measures against the use and proliferation of chemical weapons created on 15 October 2018.
 
These designations include the two GRU officials, and the Head and Deputy Head of the GRU (also known as the G.U., or the Main Directorate of the General Staff of the Russian Armed Forces) responsible for possession, transport and use in Salisbury (UK) of a toxic nerve agent on the weekend of 4 March 2018. Sanctions are also imposed on the Syrian entity responsible for the development and production of chemical weapons, the Scientific Studies and Research Centre (SSRC), as well as five Syrian officials directly involved in the SSRC’s activities. These persons and entity are the first one being listed under the new chemical weapons sanctions regime. The SSRC was already listed under the Syria sanctions regime.
 
Sanctions consist of a travel ban to the EU and an asset freeze for persons, and an asset freeze for entities. In addition, EU persons and entities are forbidden from making funds available to those listed. This decision contributes to the EU’s efforts to counter the proliferation and use of chemical weapons which poses a serious threat to international security.

NWS_a16. The Street: “Huawei CEO Says Company Will Bypass U.S. Restrictions with Tech, Says Nikkei”

Chief executive of the controversial Chinese company Huawei Technologies has told reporters in Asia that the telecom giant would counter U.S. restrictions with new technology. 
 
  “We will produce alternative products on our own. That is not in the U.S.’ interest,” CEO Ren Zhengfei, said to reporters in Shenzhen, according to
Nikkei Asian Review.
 
Ren was answering a question by a Nikkei reporter about a proposal to clamp down on the sale of American-made technology, such as chips and parts, to companies such as Huawei and competitor ZTE, facing accusations of improper activity by the U.S.
 
“Huawei would not become like the ZTE case,” Ren said, according to Nikkei, explaining that the impact of U.S. restrictions “would not be very big” on Huawei, which is ramping up its research and development of chips.
 
Earlier this week,
U.S. Sen. Chris Van Hollen (D-Maryland) and U.S. Sen. Tom Cotton (R-Arizona) as well as other lawmakers introduced the bipartisan Telecommunications Denial Order Enforcement Act to ban the export of U.S. parts and components to “Chinese telecommunications companies that are in violation of U.S. export control or sanctions laws.”
 
Ren’s daughter, Meng Wanzhou, Chief Financial Officer of Huawei,
was nabbed in Canada by authorities, because of U.S. accusations she was secretly helping the company do business with Iran.
 
Ren told reporters, according to Nikkei, that she would not succeed him at Huawei.
 
  “My successor is definitely not going to be Meng Wanzhou,” Ren reportedly said. “Meng Wanzhou has talent in management and communication, while my successor should come from a technical background, should have in-depth insights of the market, should be equipped with strategic thinking and should have knowledge of sociology and philosophy.”
 
He added that his “successor will not be a single person but a group of people.”

NWS_a27. ST&R Trade Report: “EU Releases Draft Objectives for Negotiating Trade Agreements with U.S.”
 
The European Commission adopted Jan. 18 proposed negotiating objectives for two potential European Union agreements with the U.S: a trade agreement “strictly focused on the removal of tariffs on industrial goods, excluding agricultural products;” and an agreement on conformity assessment that would eliminate the duplication of testing, inspection, and certification requirements and thus make it easier for companies to prove their products meet technical requirements on both sides of the Atlantic. EU member states must approve these proposals before negotiations can begin.
 
On tariffs, the EU’s goal will be to eliminate all duties for industrial goods, which an internal analysis estimates will increase EU exports to the U.S. by 10 percent and U.S. exports to the EU by 13 percent. The EU wants to eliminate tariffs on a reciprocal basis, with the objective of achieving a substantial elimination of tariffs upon entry into force and a phasing out of such tariffs in a short time frame. The EU is prepared to take account of particular product sensitivities, including certain automotive products.
